Project Title: Technical Partnership for Strategic Health Purchasing Progress Mapping

The Strategic Purchasing Africa Resource Centre (SPARC) a new resource hub hosted by AMREF Health Africa with technical support from Results for Development (R4D) is aimed at strengthening strategic purchasing capacity in Sub Saharan Africa by connecting existing regional expertise and matching it with country demand to make access to affordable and quality health care a reality for all. SPARC is creating a network of regional experts who can support the development of practical, home grown solutions that meet countries' strategic purchasing needs. SPARC relies on a strong partnerships with global, regional and country partners to ensure coherence identifying strategic purchasing priorities at the country level, capacity-building needs, and regional learning agenda. Among these partnerships, SPARC will identify institutions (“technical nodes” or knowledge partners”) that have developed or have the potential to develop adaptable products, processes, and knowledge to advance strategic purchasing implementation across the continent. Current, several frameworks exists to define strategic purchasing functions and activities and track their progress at the country level. Examples include World Health Organization (WHO) Health Financing Progress Matrices, USAID/Health Finance Governance Strategic Health Purchasing Progress Framework among others. The technical node consortium will work with global and regional partners such as WHO, Performance Based Financing Communities of Practice, African Health Economics and Policy Association (AfHEA) and other, to coordinate and build on current efforts to use common framework and measures. The objectives is to use the agrees framework and measures to (1) track general trends in strategic purchasing activities at country level to inform learning agendas and investment in practical resources to support implementation; (2) better understand how strategic purchasing activities lead to health system outcomes; (3) identify “hot spots” where progress is being made that offer opportunities for regional learning and (4) identify where country demand may exist for technical partnerships or coaching support on strategic purchasing
